Office of the Dean

James J. Neutens, Ph.D., FASHA
Dean
Professor of Obstetrics and Gynecology

Dr. Neutens is a native of Ridgetown, Ontario, Canada . He earned his B.A. from the University of Western Ontario and his M.S. and Ph.D. in Health Science Education from the University of Illinois in Champaign-Urbana. Dr. Neutens initially joined UT faculty in the Department of Health and Safety Studies where he administered the doctoral and master's programs. In 1990 he moved to the Graduate School of Medicine where he taught and administered the clerkship and residency programs in Obstetrics and Gynecology. His efforts earned him the position of Professor and Director of Education in Obstetrics and Gynecology. In 1997 he was asked to serve as the Associate Dean for the Graduate School of Medicine. In 2005, Dr. Neutens was appointed as the Interim Dean for the Graduate School of Medicine and in April 2007, he was appointed to the Dean's position.

Eddie S. Moore, MD
Designated Institutional Official (DIO) and Associate Dean for Graduate Medical Education

A native of Newport News, Virginia, Dr. Moore received a B.S. degree from Johnson C. Smith University in Charlotte, North Carolina and his M.D. in 1961 from Meharry Medical College in Nashville, Tennessee. Dr. Moore was a rotating intern and pediatric resident at the University of Illinois College of Medicine in Chicago, Illinois. From 1964-1966, he served as Captain, U.S. Air Force at the 337th Air Defense Command Hospital, Portland, Oregon. After completion of military service, Dr. Moore was an NIH Post-doctoral Fellow in Pediatric Nephrology and Developmental Renal Physiology at Albert Einstein College of Medicine, Bronx, New York. Dr. Moore began his independent academic career in 1969 as Assistant Professor of Pediatrics and Director, Division of Pediatric Nephrology, The University of Illinois College of Medicine in Chicago. In 1973, he became Associate Professor of Pediatrics, The University of Chicago School of Medicine. At the same time, he was appointed Vice Chairman, Department of Pediatrics at Michael Reese Hospital and Medical Center also in Chicago. He rose to the rank of Professor at the University of Chicago. In 1985, Dr. Moore was appointed Professor and Vice Chairman, Department of Pediatrics at Rush University College of Medicine, Chicago, Illinois. In 1988, Dr. Moore was appointed Professor of Pediatrics and Chairman, Department of Pediatrics, The University of Tennessee Graduate School of Medicine. In 2003, Dr. Moore was appointed Designated Institutional Official (DIO) for the Graduate School of Medicine and in September 2004, he was appointed Associate Dean for Graduate Medical Education.

Amy Paganelli, CPA, MBA, CGFM
Assistant Dean for Finance and Administration

Dean Paganelli is responsible for all financial and budgeting aspects of the Graduate School of Medicine as well as administrative operations.  She joined the graduate school in 1999 and most recently served as Director of the UT Graduate School of Medicine's Office of Business Administration. She was named Assistant Dean for Finance and Administration in 2007.

Paganelli earned the Certified Government Financial Manager (CGFM) designation in 1995 and the Certified Public Accountant (CPA) designation in 1989.  She serves on the Board of Directors of the local chapter of the Association of Government Accountants.

William P. Metheny, PhD
Assistant Dean for Graduate and Medical and Dental Education

Dr. Metheny works hand-in-hand with Dr. Eddie Moore, Designated Institutional Official (DIO) and Associate Dean for Graduate Medical Education, to achieve our educational goals. Dr. Metheny has worked extensively with residents and medical students at Brown University Medical School.  He is well published in the field of medical education and is nationally recognized for his efforts including contributions to professional organizations.  Dr. Metheny’s faculty appointment is in the Department of Obstetrics and Gynecology.  Dr. Metheny joined the Graduate School of Medicine in 2007.
