Shelagh Smith wrote and published on the SAMHSA/HIPAA website a tool kit for States and primary care providers to use for billing MH services. SAMHSA has posted information about billing for mental health services on their website. The information is available at: http://www.hipaa.samhsa.gov/hipaacodes2.htm The effort is the result of State volunteering successful billing codes they use for mental health services and is entitled “Examples of States’ Billing Codes for Mental Health Services, Publicly Funded.” The site also offers some background information on coding , a brief orientation to HCPCS codes, and a useful table that summarizes Medicare and Medicaid use of HCPCS Level I (Current Procedure Terminology) codes and Level II ( State codes). It also offers a list of 11 States’ codes they report using for billing Medicaid for MH Services, the type of providers that may use each code, a definition of each code listed, and most frequently used MH codes. The site also offers Substance use codes.
Shelagh Smith co-author, “Reimbursement of Mental Health Services in Primary Care,” released July 23, 2008. This report proposes strategies to overcome barriers associated with the reimbursement of mental health services provided in primary care settings. Key actions recommended focus on a variety of stakeholders, including primary care providers, state Medicaid officials, and others billing for mental health services in the public sector, working together to promote a greater understanding of mental health reimbursement policy . The report was jointly funded by SAMHSA and the Health Resources and Services Administration (HRSA), with the technical expertise of the Centers for Medicare & Medicaid Services (CMS).
